UN investigation documents widespread abuse

A United Nations report has documented systematic sexual abuse and rape of Palestinian detainees held in Israeli detention facilities. The report found that such acts constitute war crimes and crimes against humanity.

The Independent International Commission of Inquiry on the Occupied Palestinian Territory interviewed dozens of former detainees. They described being subjected to sexual violence including rape, sexual torture, and forced nudity during interrogation.

Victims recount months of abuse

Palestinian men and women detained since October 2023 provided detailed testimony of abuses occurring across multiple detention facilities. Many said they were denied legal representation and access to family for months while subjected to systematic physical and sexual violence.

The report names specific facilities where abuses were allegedly committed and identifies patterns suggesting institutional tolerance of such practices.

No accountability despite condemnation

Despite international condemnation from UN bodies and human rights organisations, Israel has faced no meaningful consequences for the documented abuses. The report found that Israeli investigations into allegations have been inadequate and failed to meet international standards.

Human rights groups have demanded independent international investigations and for Israel to grant the UN access to detention facilities.

Background

The commission was established by the UN Human Rights Council and has documented both the October 7 attacks and subsequent Israeli operations. This latest report follows earlier documentation of sexual violence during the October 7 events, for which the commission previously faced significant political pressure and denial.
